It is now being widely acknowledged that Prime Minister Mulroney did more for women in politics than any other prime minister before or since. He set goals and targets for the number of women that had to be in his Cabinet, and had to be in the judiciary, and had to be in top departments. I mean, he doubled and tripled and increased by enormous numbers, and he did that as a matter of policy. He was not a feminist when he took on the job. He found this very hard to do. He didn't understand what the issues were. He didn't understand, for example, that daycare was not a women's issue, but that daycare was a family issue that affected the lives of men and women and children. He had no real knowledge of the discrimination against women in the work force. But, as he became aware of that, he became by far the best advocate I have ever worked with for the advancement of women.
